INVITATION TO BID

For the Oswegoland Senior & Community Center Elevator/Stair Addition and LL Remodeling

  1. NOTICE is hereby given that the Oswegoland Senior and Community Center, Illinois (hereinafter called the “Owner”) will receive SEALED BIDS at the facility at 3525 Rt. 34, Oswego, IL 60543, until 2:00 o’clock P.M. local time on Wednesday, February 11th, 2026, for the OSCC Elevator/Stair Addition and LL Remodeling t, (hereinafter called the “Project”).
  2. The Public Bid Opening will be held at the Project Site at 2:00 o’clock P.M. local time on Wednesday, February 11th, 2026.
  3. This is a Prevailing Wage Project for a State Funded Project in Kendall County.
  4. Mandatory Pre-Bid meetings: As a pre-requisite to submit a bid, prospective Bidders are required to visit the site and attend one of two Mandatory Pre-Bid meetings on site at 3525 Rt. 34, Oswego, IL 60543:
  5. Wednesday January 7th, 2026 at 10:00 o’clock A.M. local time
  6. OR (Alternatively) on Thursday January 8th at 2:30 P.M. local time
  7. This includes the Sprinkler and Fire Detection contractors.
  8. The work for which bids are to be received generally and briefly consists of the following:

Oswegoland Senior & Community Center Elevator/Stair Addition and LL Remodeling:

o An additional 1000 s.f. contains a split-level metal pan stair, a 3500 lb. TKE Elevator, the RTU, CMU gearing walls, clad in aluminum Longboard siding. EPDM Roof.

o 500 s.f. Reception area remodeling on Upper Level.

o 5000 s.f. Lower Level interior remodeling with typical interior finishes.

o Total square footage of the project is approximately 10,570 S.F.

  • Lower Level +/- 5,200 S.F. Community Room
  • First Floor +/- 500 S.F. Reception Area
  • Addition: +/- 1000 S.F. Split Level

o Alternate #1 includes the rebuilding and repaving of an area north of the building. (2) structural +/- 30’ retaining walls and concrete stairs will be added, curbing rebuilt (raised), gravel fill and blacktop paving installed. Area demo’d accordingly.

  1. All work shall be in accordance with the specifications as set forth in the Contract Documents, plans, State and Local regulations, codes, and OSHA and EPA requirements as applicable.
  2. The bid from the Contractor shall consist of the submission of the completed Contract Documents and supplemental addendums as received from the Owner. The bid shall be made on the BID PROPOSAL, BID SCHEDULE, and BID CONDITIONS forms provided as part of these Bidding Documents and shall be accompanied by a Bid Bond equal to 5% of the overall total bid. The amount of the bid guarantee shall be forfeited to the Owner if the Bidder neglects or refuses to enter into a Contract after the bid has been accepted.
  3. Bidder to submit definitive Gantt Chart Schedule at the time of the Bid to complete the project. Estimated date of project award is on or around March 1, 2026.

Applicable timeline parameters:

  • Project Startup and Contractual signatures.
  • Excavation for the Addition and Concrete and Brick/CMU wall cutting for opening into the building.
  • Upper and Lower Level Remodeling.
  • Alternate #1 Exterior Remodeling can be done sequential to the rest of the project.
  • Other Alternatives for Millwork and Flooring
  • Owner responsible for removal of 3 trees and the moving and reinstallation of furniture.
  • Two (2) weeks for punch list while end users are moving into completed project.
  1. Bidders are advised of the following requirements of this contract: 1) Illinois Prevailing Wage project; 2) five percent (5%) Bid Security with the bid submittal; 3) 110% Performance Bond within five (5) days of award.
  2. The Owner intends to accept the lowest responsible bid and the Owner reserves the right to reject any and all bids, offers, or proposals submitted, or to advertise for new bids. The Owner reserves the right to defer the acceptance of any bid and the award of a Contract for a period not exceeding sixty (60) days after the date of opening the bids.
